Q about cloud computing —can install windows Server on a pc?

actually I was reading about the cloud computing…first Q arrived was – can i install that server(citrix server) on the laptop or it only for the server which one has to buy….. like the Ibm Server (heard somewhere)….anyone having knowledge of cloud plz help?????
I already have wamp…..but how can do the cloud computing ….providing service two the other computer here.I just want to make other computer limited and this is the feature of cloud computing….!!!!I
